If a tool can confidently put words in someone's mouth, the person being summarized should have to choose it. My team treats the generated recap like a record even though everyone knows it makes mistakes. “You can correct it later” is not much comfort once the wrong version has been forwarded.

Opt-in sounds good until one person says no and the whole meeting loses the shared notes. I would make recording obvious and let people opt out of a particular meeting instead.
I could live with per-meeting consent. What bothers me is discovering the bot after I join, with the burden on me to be the difficult person who objects.
It also depends on the meeting. A rough summary of a weekly stand-up is not the same risk as a performance conversation. Blanket rules miss that.
