What should a good Sudoku hint reveal first?

A hint can rescue a stuck solve without turning into "tap here for the answer." I think the first layer should name the kind of reasoning available; the second can highlight a row, column, box, or candidate; only the last should reveal the placement and explain why.

Would that feel helpful, or would you rather a hint point to the exact cells immediately? And should using a hint affect a score or streak?
